Since Andrew Jackson had won the popular vote and Adams had won the states' votes of this election, it was given to the Congress to decide who would become president. He made a deal with Henry Clay, another person running for president, that if he gave Clay the job of Secretary of State, Clay would give him his support for president. As a result, Adams won the vote, but he couldn't do much during his presidency because most of Congress supported Jackson and turned down many of his ideas.
